Any belief-system can be used to provide some semblance of structure and stability in our lives
The relevant question is whether one's belief-system is proving to be effective and useful, and that it enables creativity and ease in one's life. Astrology is one system among many that is used to categorise people into various 'tribes'.
If it is believed that one is restricted to a particular tribe (e.g. Libra, due to one's birth date), qualities that are championed by another tribe (e.g. Taurus) will be 'off-limits' to those who believe they are Libran. And vice versa.
Far better to imagine the qualities we wish to develop, then simply go about owning and developing those qualities and abilities, independent of the physical system, when we were born, or with what name.
We can play with these concepts: "This month I think I'll be Scorpio and enjoy all that that implies ... but, uhm maybe next month I'll be a Libran. Yeah, that sounds fun."
As for the Enneagram, similar: "Hmm, last year I was a 7, but this year I think I'll be 3 and 5 together as those two combined will be useful at work. And I really want to kick some goals at work this year."
Reality is fluid.
Deep down it is entirely so1 -- it is being continually real-ised through individual and collective choice, desire and intent. This does not imply that changing or developing new abilities won't require focused-intent and practice, only that the potentials to do so exist and can be real-ised.
